恐嚇攤商 鬧市亮槍3度欺身

〔記者陳文嬋／高雄報導〕2名歹徒疑因生意糾紛，分持刀槍直闖高市三民市場，無視買菜人潮眾多，竟將槍拉滑套上膛，當眾抵住一名攤商的頭，狀似要將他槍決，幸只嗆聲「小心一點！」後離去，攤商夫婦嚇得趕緊收攤回家，兩歹徒再尾隨至被害人住家樓下堵人，因見1樓是某議員服務處而作罷，被害人終於躲過一劫。

警方調查，三民市場是高市最大市場，包括公有市場及攤販集中場，每天有2000人出入，日前白天卻驚傳2名歹徒，分別以灰、白裝扮，用外套掩護刀槍，闖入菜市場尋仇。
警方表示，1對攤商夫妻檔擺攤做生意，2名歹徒公然當著其他攤商的面，持槍上膛抵著他的頭部，嗆聲「小心一點！」攤商嚇壞不斷求饒，掩護妻子報警處理，歹徒才倉皇逃離。
警方說，2名歹徒仍不死心，一路尾隨攤商2公里，前往攤商位於左營區透天厝，登門堵人教訓一番，歹徒到了現場，驚覺透天厝1樓正好是某市議員的服務處，且騎樓裝有監視器，歹徒只好離開，攤商趁隙逃竄上樓，才保住性命；沒想到，攤商晚間到餐廳吃飯，歹徒三度緊迫盯人，生命遭到嚴重威脅，只得求警保護。
攤商向警方表示，市場擺攤數10年，平時交友單純，不認識2名歹徒，近來與同業有生意糾紛，商場競爭耳語攻訐，對方以為他造謠生波，多次解釋仍遭誤解，他懷疑因此惹禍上身。
警方據報展開調查，住家及議員服務處裝設巡邏箱，同時要求警網加強巡邏，以維護攤商人身安全，根據攤商提供的可疑對象，調閱監視器畫面，深入查訪相關目擊者，全案警方積極偵辦中。

心得： 這種恐嚇行為已經觸犯刑法中的恐嚇且妨礙人身安全的罪行。只是社會上不知道還有多少類似的事情發生在你我的週遭。除了能夠依靠警方外，平時我們也應該發揮守望相助的精神以杜絕這種地方的惡霸。

Paternity leave hits Norway cabinet, PM thrilled

Norway’s governing cabinet is seriously undermanned; and Prime Minister Jens Stoltenberg couldn’t be happier.
One of his signature issues has been expanding the "father quota" in Norway’s parental leave program, encouraging dads to stay home with their babies for at least 10 weeks at full pay.
Now that his justice minister and family affairs minister have joined Oslo’s parade of male pram pushers on the state payroll, Stoltenberg is no less enthusiastic about the program.
"I miss them," he told journalists outside a cafe where the three leaders and the two babies were about to meet for the first time in 2011. "But it can’t be that men are more indispensable to the workplace -- or to the government -- than women."
Both parents in this country get an automatic two weeks off after a birth. Then they are offered a combined 46 weeks of fully paid leave or 56 weeks at 80 percent of their normal pay.
Ten weeks are reserved for the father and are lost if he remains on the job. Like the two ministers, many fathers take more for themselves as their wives head back to work.
Later this year the maximum leave will expand to 57 weeks, with 12 weeks to the father, and the government intends to expand the father quota to 14 weeks later.

心得：比較起亞洲國家，北歐國家的社會福利措施比較人性化。文章裡頭提到讓爸爸也能夠有12周的育嬰假陪小孩，好讓媽媽能夠出門工作。如此政策也可以促進男女之間家庭工作分配的平衡以及增進家人感情。最近台灣不斷的在鼓勵生育率增長其實也可以考慮朝此依政策研究。
